Program Policies

SCRAP-IT® is a not for profit society. It is not a provincial or federal government program. As such, all rebates, credits or incentives are subject to change at any time without notice as they are directly linked to available funding.

Program rebates are available to REGISTERED OWNER(S) of vehicles only. This does not include principal drivers or family members as identified below.

ELECTRIC VEHICLE DEFINITION

A car, truck, van or other motor vehicle with an electric engine/motor that is highway capable and has 4 wheels.

APPLICATION

  • Applicants must apply on their own behalf.
  • All applicants must agree to the program’s policies.
  • In our application process you will be asked to agree with our privacy policy It can be viewed under FAQs & Policies.

OWNERSHIP

  • All applicant(s) must be the registered owner(s) of the vehicle being scrapped.
  • The registered owner(s) of the vehicle being scrapped must be the registered owner(s) of the electric vehicle being purchased/leased.
  • Principal drivers of vehicles registered in a different person(s) name (regardless of whether or not that other person is a family member – spouse, son, daughter, common-law, etc.) cannot be the recipient of rebate.
  • All applicants must be 19 years of age or older. Applicants under 19 who own a vehicle that qualifies may apply with parental consent. Please use our Contact Us page to request a Consent Form.

INSURANCE

  • All applicants must be able to provide evidence from ICBC that they have continuously insured their vehicle with driving insurance, as the registered owner(s), for the 6 month period from the date they apply to the program, backwards.
  • If you intend to claim an electric vehicle rebate, and the vehicle you are purchasing is on order. You must keep the vehicle you intend to scrap insured and “on the road” up to and/or until you take delivery of the new electric vehicle. Once your electric vehicle is available for delivery (physically at the dealership), apply to our program, get approved, then proceed to purchase and scrap your old vehicle.
  • Vehicles must be registered in the Province of British Columbia in order to qualify for our program.
  • Vehicles cannot have any liens or other encumbrances registered against them. SCRAP-IT will not be held legally liable or responsible for any vehicle that is scrapped where there is such an interest.
  • Any break in continuous insurance coverage (storage, vacation, etc.) disqualifies the vehicle from our program.

SCRAP VEHICLE

  • The vehicle being scrapped must be registered in the applicant’s name. If there are multiple owners/applicants, ALL must be identified on the application form, ALL must agree to the program’s terms and conditions, and ALL must be present when dropping the vehicle off at an authorized scrap dealer location.
  • Vehicles (old, approved, to be scrapped) are not to be left at dealerships under any circumstances. If an applicant leaves a vehicle at a dealership, SCRAP-IT will not be held responsible or accountable for the vehicle, or any steps, or any costs, required to rectify the problems resulting from such action.
  • All applicants must scrap their vehicle and claim their rebate within the 30 day period indicated on their Approval Email. If we have not received your claim within 30 days your application will be closed and you will have to reapply.
  • APPLICANTS ARE ONLY ENTITLED TO REBATES OFFERED ON THE DATE OF APPLICATION, if they both scrap their vehicle and submit their claim to us during the 30 day approval period. (For clarity: If you scrap your vehicle and do not submit your claim to us within the 30 day approval period you will lose any and all entitlement to a rebate. There is no exception to this. If you apply for a rebate but do not scrap your vehicle within the 30 day approval period, you may reapply and submit a new claim. However, if you do so, you will only be entitled to the rebates being offered on the date of application).
  • Vehicles must be delivered to the scrap yard intact. You cannot remove tires, seats, steering wheels, batteries or any other removable parts prior to delivery to (or at) the scrap yard.
  • You cannot scrap a BEV (battery electric vehicle) and claim a BEV (battery electric vehicle) rebate (either new or used). You must scrap a gasoline, diesel, natural gas or propane vehicle if you intend to claim a BEV rebate. If you want to scrap a BEV, you can choose any other rebate we offer.

EFT REBATE PAYMENTS

  • All rebate-based payments (new or used electric vehicles, cash, e-bikes, non-qualifiers) are made by EFT (electronic funds transfer) directly from us, to you. All customers must provide the required EFT information when applying to our program, this will include (1) institution number, (2) routing number, and (3) bank account number and (4) uploaded copy of a void cheque or equivalent.
  • EFTs are not processed until we receive both your complete claim, and the scrap verification data from the scrap location you chose.
  • If you have not received your EFT from us within  2 weeks of submitting a complete claim, you must contact us by phone or email and advise us accordingly.
  • Our service standard for processing EFTs is 2-3 weeks (for vehicles scrapped in the lower mainland or on Vancouver Island), 4-6 weeks for vehicles scrapped outside the lower mainland.

PARTICIPATING DEALERSHIPS

  • Applicants choosing an electric vehicle rebate MUST purchase them from a participating dealership.
  • Applicants MAY NOT purchase a new or used electric vehicle from a non-participating dealership.
  • There is a list of all available new and used electric vehicles, that qualify for a rebate, and are sold by a participating dealerships, on our website called Find An Electric Vehicle.
  • No other electric vehicle qualifies for a SCRAP-IT rebate.

DEFINITION OF AN ELECTRIC VEHICLE
A car, truck, van or other motor vehicle with an electric engine/motor that is highway capable and has 4 wheels.

NEW ELECTRIC VEHICLES

  • To receive an electric vehicle rebate you must read the 5 Steps to EV Ownership section on our home page. All applicants must agree that they have read and understood the 5 Steps when they apply to our program.
  • This vehicle has never been the subject of a retail sale, or registered to an owner (previously owned). A demo vehicle is eligible as a new electric vehicle only if it meets all three of the following criteria: (1) It has never been registered to an owner, (2) It has only ever been driven by dealership staff and; (3) It’s mileage is less than 10,000 kms. In other words, if the demo vehicle qualifies for the CEVforBC point of sale rebate as a new vehicle, then it will also qualify for the SCRAP-IT rebate.
  • A rebate will only be paid when an approved replacement electric vehicle is purchased or leased for a minimum of 3 years.
  • To receive an electric vehicle rebate the vehicle must remain plated, registered and insured in BC, in your name for at least 12 months from date of sale/purchase (for leased vehicles see the bullet above). If before the 12 months is up, the applicant returns, sells or in any other way, does not abide by this condition, the applicant shall repay the full amount of the rebate they receive from SCRAP-IT.
  • The electric vehicle must be purchased and/or leased from a participating dealership.
  • EVs with a MSRP of over $77,000 are not eligible for our program (new or used).
  • After-market conversions (gasoline to electric) are not approved replacement new or used electric vehicles.
  • Yes, you may combine this rebate with any other rebates being offered by vehicle manufacturers/dealers and/or government offerings.
  • All new or used electric vehicles must be considered “highway capable” in order to qualify for our program.
  • All new or used electric vehicles must meet all Canada Motor Vehicle Safety Standards.

USED ELECTRIC VEHICLES

  • To receive an electric vehicle rebate you must read the 5 Steps to EV Ownership section on our home page. All applicants must agree that they have read and understood the 5 Steps when they apply to our program.
  • A rebate will only be paid when an approved replacement electric vehicle is purchased (not leased).
  • Maximum one (1) rebate per electric vehicle. An electric vehicle can only receive one rebate from our program. In other words, once a claim has been made by a SCRAP-IT customer for a particular electric vehicle, it cannot be resold and then claimed by a second SCRAP-IT customer where a second rebate is claimed for the same vehicle. Before purchasing a used electric vehicle, please verify with the dealership that the vehicle has not already received a rebate through our program.
  • EXAMPLE:  A SCRAP-IT customer scraps their car and submits a claim for a used, 2014 Nissan Leaf. They receive a $3,000 rebate. They later trade in that 2014 Nissan Leaf at a participating dealership and purchase a new EV. The 2014 Nissan Leaf is now being sold as a used EV by the dealership. That 2014 Nissan Leaf has already been the subject of a SCRAP-IT transaction where a rebate was issued. Therefore, that 2014 Nissan Leaf is not eligible for our program, or any future rebates.
  • After-market conversions (gasoline to electric) are not approved replacement new or used electric vehicles.
  • Yes, you may combine this rebate with any other rebates being offered by vehicle manufacturers/dealers and/or government offerings.
  • All new or used electric vehicles must be considered “highway capable” in order to qualify for our program.
  • All new or used electric vehicles must meet all Canada Motor Vehicle Safety Standards.

ELECTRIC BIKE SPECIFIC

PLEASE NOTE: We do not provide rebates for regular (non-electric) bicycles.

  • You have 30 days to purchase your electric bike from a participating bike retailer, scrap your vehicle and claim your rebate. If you have not completed this process within 30 days your application will automatically close and you may lose your entitlement to an rebate.
  • You cannot return an electric bike to the participating retailer for a cash refund. Please ensure your decision to purchase an electric bike is final.
  • Do not under any circumstances claim your rebate until you have taken delivery of the electric bike. For example, if the retailer has placed an order that will not be delivered for 30 days do not claim your rebate until the electric bike is ready to be picked up.
  • The rebate cannot be used towards accessories, conversion kits, or gift cards.
  • You must purchase the electric bike from a participating electric bike retailer.
  • We do not under any circumstances, reimburse retailers. Please ensure you can afford the purchase (in advance of receiving the rebate) before choosing this option.
  • The receipt you provide should be a scanned copy (or photograph) of your originals (POS and bike retailer receipts), and submitted with your claim. If you mail us your original receipts, we will not be responsible for returning them.
  • All receipts will be double-checked to ensure compliance with our program policy.
  • We will only issue an EFT when a complete claim has been received and approved.
  • An electric bike, or motor-assisted cycle, is a two- or three-wheeled cycle with a seat, pedals and an electric motor (up to 500 watts).

BC TRANSIT

All BC Transit customers, or potential customers, need to be aware of the following policies:

CAR SHARE CREDITS

  • If you are considering a car share credit, you must visit the website of the organization you are selecting to ensure that their policies and procedures will work for you.
  • Once you have found a car sharing service to join, you need to determine what conditions they put on membership. Most require member to be at least 21 years old and to have a valid driver’s license.
  • Most organizations will also run a driving record check as a condition of membership.
