2020 eBike Program FAQs

General Questions

What led to the decision to change the program at the beginning of 2020?
We value our program partners. Because of you, we’re able to deliver a variety of rebates to SCRAP-IT customers. At the end of 2019, we completed an extensive review of our program design. We decided that we wanted to make it easier (both financially and administratively) to become and remain a valued program partner.

How did the program work before?
Historically all electric bike retailers, who signed a Letter of Understanding with the program, were been required to provide a minimum $100 contribution (point of sale discount, before taxes) towards each rebate issued to a SCRAP-IT customer.

What’s new in 2020?
A 50% reduction in the cost of being a program partner.

Starting in 2020, electric bike retailers  will only have to pay a one-time, up-front, annual program participation fee, yet still get all the same benefits you currently get from our successful partnership. The fee will be based on the number of transactions completed with us the year prior, but at a 50% reduction (fee examples are provided below). Customers will still get the same benefit from SCRAP-IT, but you will not be required to make an in-kind contribution on a per customer basis.

For example:

  • SCRAP-IT currently offers customers a $1050 rebate if they scrap an eligible vehicle and chose an electric bike.
  • Our customer still selects the electric bike retailer (identified on our website as a “Participating Electric Bicycle Retailers”) they wish to purchase from.
  • You will sell the customer the qualifying electric bike of their choice.
  • Once the customer submits the required documentation to us, we will provide them with the $1,050 rebate directly ($1,000 from us + the $50 from the retailers).

There is no need to discount the purchase at the point of sale by $100, before taxes.

What do you do with the program participation fees you collect?
SCRAP-IT is and always has been a not-for-profit Society. All funds received will be used to fund the rebates as noted above, and keep the program running for as many years into the future as possible. This is a benefit to all of our program partners, as well as to the environment.

Why is SCRAP-IT doing this?
Our review of the program identified the following:

  • We heard from customers that many electric bike retailers could/would not provide a $100 discount on an already discounted product, or offered only a limited selections of electric bikes that they would apply the discount to, therefore the customer felt they were not purchase the bike they wanted and were not receiving the true value they expected for their scrapped car (i.e. $100 point of sale discount before taxes).
  • We heard from many electric bike retailers that the $100 represented an administrative burden.
  • Changing the discount method is less frustrating for our customers. The expectation (what they will receive) will not change, or be less.

How do I renew my partnership?
It’s easy! If you haven’t received an email from us with your Introductory Letter, Program Participation Agreement and Invoice, please email us. Simply complete the Program Participation Agreement and return it to us along with your fees for 2020. You can print, sign, scan or take a photo of it, and email it to us, send it in the mail, drop it off personally, or any other method that works for you. Please try to get the Agreement and your fees back to us by January 31, 2020.

How do I pay?
You have a couple options:

  • We accept cheques (payable to the “BC Scrap-It Program Society”) which you can mail to us.
  • We also accept payment by credit cards using this link: https://scrapit.ca/payments/

What happens if I don’t want to continue being a program partner?
Nothing. On January 31, 2020 your information will be removed from our Participating Electric Bike Retailers website page, and customers who purchase electric bikes at your store will not be able to claim a rebate through our program.

How was my invoice calculated?
The amount on your invoice is based on the number of people who bought an electric bike from your store in 2019.  Examples can be found below, please scroll down.

Why are you doing it this way? It’s expensive.
In the past, an electric bike retailer would provide a $100 POS discount to every SCRAP-IT customer. For high volume electric bike retailers, that was extremely expensive. The new method reduces the cost for all retailers, both high and lower volume. Further, it’s easier for staff. They don’t have to worry about making sure the right customers get the right discount.

I don’t remember selling electric bikes to any SCRAP-IT customers.
That’s okay, we know who your customers are! When a customer claims a rebate from our program, they submit a copy/scan/photo of the receipt from your store. If you would like your customer information, please email us and request it. We will provide you with a spreadsheet for your review.

I’m not sure the number of transactions you are billing me for is correct, can you provide me with more information?
Yes. As noted in the question above, please email us and request this information. We will provide it.

Do new electric bike retailers have to pay when they first sign up?
Yes. In order to be a program partner, a financial contribution is required. This is true for all our program partners (new car dealers, car share organizations, transit, etc.) without a financial contribution to the Society or customer directly, there really isn’t a partnership. When a new electric bike retailers decides to become a program partner they will pay an amount that is equal to the average amount paid by all electric bike retailers in the same city.

I was a program partner in 2019 but I didn’t have any SCRAP-IT customers purchase from me. I still want to be a program partner. Do I still have to pay?
Yes. Your program participation fee will be calculated based on the average amount paid by all electric bike retailers in the same city. If there are no other electric bike retailers in the same city we will calculate the average from the closest, similar sized city for which we have data.

I have a new store opening soon, or another store that I would like to add to your list. How do I get this store listed on your website?
Easy! Just email us and let us know you’d like to add the new store and we will email you back the documentation.

How much do I have to pay for adding another store?
If you are already a program partner and have 1 store listed on our website, you will be charged the same program participation fee for the second store. If you were a program partner in 2019 and had more than 1 store listed on our website (let’s say you had 6 store locations listed on our website) then the program participation fee for adding 1 more store location will be the average of the fees paid for the other 6 stores. Example:

  • You were a program partner in 2019 and you had 6 stores listed on our website in 2019
  • Each of those stores did 2 SCRAP-IT transactions
  • 6 x 2 = 12 transactions
  • You provided 12 POS discounts of $100 each and that cost you $1,200
  • $1,200 divided by 6 = $200 per store (2019 cost)
  • For 2020, the $200 is reduced by 50% to $100
  • Your program participation fee for adding 1 store in 2020 will be $100

I have multiple stores, can I have all the invoices sent only to me?
Yes, please email us to make this request.

I don’t want to be a program partner in 2020. Does that mean I can never be one again in the future?
No. You’re welcome to rejoin as a program partner at any time in the future. Just email us and let us know.

If I pay the program participation fee for 2020, but I decide later (e.g. in August) that I don’t want to participate any more, can I get a refund?
No. Our program participation fee is extremely low, and very reasonable. Especially if you think about it from an advertising perspective. Collectively, the fees we collect from participating electric bike retailers do not cover the cost to administer the program, or the website. Therefore, they are not refundable.

What will my program participation fee be next year (in 2021)?
It will be calculated exactly the same way, but billed on a quarterly basis, in arrears. 2020 is the transition year for all retailers.

What happens if the customer returns the electric bike? Do I get the program participation fee back?
No. Program participation fees are not refundable. Further, SCRAP-IT has a policy that electric bikes cannot be returned to the store for a cash refund. If the retailer allows it, the customer is only allowed to exchange the electric bike for another one, provided the minimum purchase price of the replacement bike still meets the minimum requirement. If you have any issues with customers attempting to return an electric bike for a cash refund, please contact us.

Program participation fee examples for 2020.

For 2020, the fee will be calculate based on the actual number of customers (in-kind contributions) for the prior year, less 50%.

Electric Bike Retailer who was never a Program Partner in the past

Your program participation fee will be calculated based on the average amount paid by all electric bike retailers in the same city. If there are no other electric bike retailers in the same city, we will calculate the average from the closest, similar sized city for which we have data.

Electric Bike Retailer who did 1 SCRAP-IT transaction in 2019

  • In 2019 you had 1 SCRAP-IT customer.
  • You provided a $100 discount (in-kind contribution) towards the customer’s purchase at a cost of $100.
  • In 2020, you will no longer be required to provide a $100 discount to the customer. Instead you will pay an annual program participation fee, directly to SCRAP-IT.
  • 50% of $100 = $50.
  • Your program participation fee for 2020 will be $50.

Electric Bike Retailer who did 10 SCRAP-IT transactions in 2019

  • In 2019 you had 10 SCRAP-IT customers.
  • You provided a $100 discount (in-kind contribution) towards each customer’s membership at a cost of $1,000.
  • In 2020, you will no longer be required to provide a $100 discount to each customer. Instead you will pay an annual program participation fee, directly to SCRAP-IT.
  • 50% of $1,000 = $500.
  • Your program participation fee for 2020 will be $500.

Electric Bike Retailer who does 50 SCRAP-IT transactions in 2019

  • In 2019 you did 50 SCRAP-IT transaction.
  • You provided a $100 discount (in-kind contribution) towards the customer’s membership at a cost of $5,000.
  • In 2020, you will no longer be required to provide a $100 discount to the customer. Instead you will pay an annual program participation fee, directly to SCRAP-IT.
  • 50% of $5,000 = $2,500.
  • Your program participation fee for 2020 will be $2,500.
